It looks like I'm staring at USN CL shells with parachutes attached to them. Heinrich still has the same 380mm Overmatch advantage that Gneisenau has, has more useful gunnery to actually hit things, but her AP Pen is terribly weak. There is a massive difference in AP Penetration as Heinrich's fall off a cliff with range. Both Heinrich and Gneisenau have 380mm guns but Gneisenau has newer guns and shells.
